Network discovery and file sharing in Windows helps to share files on the network and discover other computers connected to a network. This is helpful if you are connected to a home Network. To check whether you have Network Discovery and File Sharing Turned on in Vista Go To Start -> Network as Shown below
In the window shown next, if you get a message as seen in the screenshot below, then you do not have your Network Discovery and File Sharing Enabled.
To enable This feature just click on the info and Select 'Turn on Network discovery and File Sharing'. If windows asks for permission, click continue.
You will also be asked to select a Network type in windows i.e. Public or Private Network.
Once this Process is done, you will see a list of computers connected to your network. For additional information Just Click on the The Network and Sharing Center button in the Network Window
If you don't want to use the Network Discovery feature, you can always turn this feature off from the Network and Sharing Center in Windows.
